Everyone pays the sales tax so I'm guessing there aren't a whole lot of Americans who don't pay taxes.
Taxpayer or not we'd still have to abide by the laws the government makes.
Also you'd need a constitutional amendment, good luck with that (and by that I mean I hope you have no luck accomplishing that).

I think everybody should toss some coins into the fountain every year at tax time regardless of who you are or what your station is in life. Everyone should pay the same percentage of income tax on their salaries regardless if you make minimum wage or if you draw a very high CEO salary.
