Congressional backers of the Abrams upgrades view the vast network of companies, many of them small businesses, that manufacture the tanks' materials and parts as a critical asset that has to be preserved. The money, they say, is a modest investment that will keep important tooling and manufacturing skills from being lost if the Abrams line were to be shut down.

Sorry, pal, but the military industrial complex is , and always has been, in bed with the politicains. The politicians FUEL the military industrial complex. Do you think that the military and industrial complex do business together with tax money without politicians being involved? Just because Ike did not call it the "military, industral, politcal" complex does not exclude the enablers in congress from throwing your money at their pet constiuancy based factories...which is exactly what is going on with these tanks.
