Yes, they had a BUDGET Surplus, but the BUDGET is NOT the deficiet, they are two different things.

The budget meant that for that one year, the gov spent less then it took in, but they didn't pay off the national debt with it.

under a PROJECTED 10 year budget after Clinton left office, "if" everything went as projected in 10 YEARS there would have been a 200 billion surplus.
