all the personal solar panels are metered, as you say, now. Its how they get the tax credits, the subsidy.Some jurisdictions in California require people with private wells to have meters on them and pay a "fee" to the County for each gallon drawn from THEIR OWN WELLS.
Now, tell me government can't insist that those with solar panels or bird-killers (wind generators) also have meters attached so they are required to PAY the County for using the wind or sun.
