In a country with extremely primative health care it wouldn't cost much to provide what here would be substandard health care.
What is your point?
Who do you think wrote that article into the Constitution? Who is it that is promoting the idea of having a Constitution and trying to establish a democracy in Iraq? Who do you think is ultimately paying for their health care system?

Do you think it's OK for us to have spent our blood and treasure to give Iraq a Constitution that includes universal health care, when we can't seem to achieve such a system for ourselves?
