Since the lissabon treaty new responsibilities for the European political government have been added, it makes non-NATO members within the EU also commited to NATO. It also has its own defense treaty within it: it forces every member state to protect an other member state with all available means if it is attacked by a non-member state.
Now that all European defense agencies have to cut back on resources, it becomes clear that a European defense plan would be much cheaper for member states. It enables them to divide the cost over a much larger population. The call for a European defense seems to be louder than ever.
