1) They specifically limited their question to December 27th through January 5th.
2) They also specified "law enforcement" as opposed to "any federal agency."

They used very careful wording which would allow him to answer no.

Quote him. You'll find you added some key words there.

Of course, Ray explained by 'orchestrate', he means he brought some people. Ray Epps never claims he went inside the capitol, nor instructed anyone to do so, nor attacked anyone.
