What Bush should have done was to make OBL out to be the villian he is, and to reach out to Islam and the entire ME seeking to bring OBL and his core managers to justice. That is proactive. Instead, "Crusade" was the first word out of his mouth and his "Crusade" has cost us almost 5,000 American lives, and more than three times that in serious injury and a $ trillion (?) or more in treasure.
