The Emergency plan is in the law. The law states Federal Troops are deployed by the authority of this law approved by the Speaker.

I also no the Emergency Plan to Protect the Capitol (capitol building and grounds) follows precedents and is authorized by the Speaker of the House. I also now, according to the Standard Operating procedure for the Capitol Police the Speaker of the House is immediately notified of imminent threats.
