It is popular and necessary for some people to blame the federal government. However, the government is not the biggest problem. Yes, it takes about a year for federal government to develop the rules that state have to use. That's been done. So the ball is in the states court, well sort of.
You see, the states are not going to build charging stations, owner of businesses, public buildings, apartment complexes, condos, etc. are. The first thing you must do to get the funding is find a consultant to create plans for charging stations which meet the requirements of the local power company, local planning board, as well as state, and federal requirements. I've being trying to find someone for over 6 mos. I have contacted at least a dozens people and only one was interested but there would be a 6 mo. wait before he could do the work on the project because he had so much work.
Before you get plans done, you have to make quite a few decisions such as how many charging stations, charging level, what kind of charge back system you will need, placement, whether to network the devices, who will handle handle billing, and maintenance. Then you need to look at your available power and determine whether you will need addition power. Then your ready to do the plans
The next problem after you get the plans, is get approved by the local planning board, and the state and possibly the electric power company. Then and only do you get the grant to build the charging stations.
Even after you have the grant and approved plans, getting it built is not easy. There's a supply problem with most of the equipment as well as labor required to install and setup the equipment.
There is also problems that property owners must face such finding parking places to install chargers, providing for security, and deterring the number of chargers need, and selecting a charge back system.
Claiming it's a federal government problem is just not so.
