Nope. I own it at that point. Oddly Apple owns the IPhone even though they never paid back all the free research and grants they received. Without all those gifts, they would have never been able to produce their products. Apple didn't build that after all. It was Apple and the taxpayers.

Most technologies developed in the U.S., since WW II, we're developed under contract to the federal government (chemical & pharmaceutical excepted).

The internet was created in the 1960s by the government. It was called the ARPANET. The government had laptop computers at that time as well.

Private companies develop under government contract, then get the patent when the government declassifies it.

The tax payer pay for the research & development.

That's how the U.S. research and development goes. You know nothing of this because the people that do the it are required under law to keep secrets (It's called 'The Industrial Security Code'. Some violations of which can be punishable "by death or any number of years imprisonment")

No, the government is very strict about NOT letting the world know about the technological advances they've funded.

I do not know the particulars of the iPhone or Apple, but if the minority leader says so, it's probably correct.
