You can't get phones like that in TX, you have to apply through an agency called Texas Light Up, they handle both phones and electric subsidies. All states should do it that way.

It's from a local news station in Baltimore, and of course, the OP originally had a misprint... it's 30 . That's still THIRTY free, working cell phones to one woman, provided by people who actually DO pay their own bills. It's ridiculous and indefensible.
