What he said was correct, that the store was at fault for refusing to press charges the time before.
Without the store pressing charges, the DA has to let him go, to do it again.
There is nothing the DA can do if stores refuse to press charges.

If the Walgreens refuses to press charges, there is nothing the DA can legally do.

A lot of police departments are running way short of officers. Many are quitting, some are moving to "better" cities.

In a lot of cases the police won't respond to calls unless there are people who are hurt.

This won't happen, but I'd like to see Americans take matters into their own hands.

That’s just wrong. We see it all the time, especially in domestic violence situations. The Victim doesn’t want to press charges, and the DA goes forward with charges….this is no different. This is domestic violence on the community.
