Will Obama reinstate the draft?

Won't happen. He would ensure democrats lost in the midterm election if he did it. Democrats are not for a draft, it is a ploy to scare people into doing what they want on the current war. If they gain control of Congress and the White House as projected they would NOT then shoot themselves in the foot by actually doing it. They would already be able to change the war.
 
Obama has enough fans who would volunteer to go and fight wherever he said.
 
So now the speculation is that Barack Obama will reinstate the draft? First besides the absolute political nightmare he will create in his own party if he did something like this, what reason other than a major conflict would he need to increase force structure beyond his stated goals of 65,000? This is a stunt to make political hay, unless there are plans based on Joe Bidens comments, that I am not aware of. This year the Military met or exceeded all it's recruiting goals.

All military services, including their reserve components, met their recruiting goals for fiscal 2008, marking one of the strongest recruiting efforts in four years, senior Defense Department officials announced today.

“This is the strongest recruiting year we’ve had overall … since fiscal year 2004,” said David S.C. Chu, undersecretary of defense for personnel and readiness.

Notably, the Army and Marine Corps had raised their recruiting goals for fiscal 2008, as both services continue to grow their ranks to meet the demands of the wars on two fronts. In fact, the Army was the sole active-duty service to exceed its goal by a full 1 percent, recruiting 517 more soldiers than its 80,000 target.

I am in support of national service but Obama would never think about reintroducing conscription as it’s a dicey issue around liberals and could very well tear the party apart. I am not sure what the equivalent GOP issue would be, but you have two camps in the Democratic Party.

Anti-Conscription:
This side sees any attempt at conscription to be akin to the Vietnam experience in that those attending college or with a friendly family physician were able to avoid service while those (mostly poor and lower middle class) were forced to serve, regardless of their personal convictions. This wing also believes that it is inherently wrong to force anyone to take up arms for any reason in times or peace or war.

Pro Conscription:
This side (the side I tend to be on) argue that the intent for an all volunteer force coming out of the Vietnam experience was to prevent a system where only the poor & lower middle class were forced to defend the interests of middle class America. As we can see through the experiences of the past 30 years the All Volunteer Force (AVF) has been responsible in skewing the military demographic downward from a socio/economic perspective. In addition, without mandatory national service there is less resistance to employing military force as the argument goes, “they signed up for this”.

Conscription also provided a unifying element in US culture regardless of geography or (within a wide margin) socio-economic status. Conscription enhances the sense of national identity and provides a common experience for Americans from many different walks of life.


So, you have the 1st group which tend to be the party leadership ( college students in the 60’s) and the 2nd group of “Conservative” Democrats making up the older and younger elements of the party.
