Well, the line has to be drawn somewhere. You could argue that the line could be lowered, but there still has to be a line. Where do you think it should be?

Tell that to the Victims familiesFor the same reason that we don't allow minors to do a number of things. They are still biologically developing and their brains may not comprehend the full magnitude of their actions.
There are exceptions. If you have a minor who has a history of atrocious acts, clearly they get it and should be tried as adults.
But honestly, a 13-year-old who kills may not understand how wrong that is. Should we then go to the extreme and just kill them back?
I say no. While rehab is often useless. it isn't always useless. And kids can mature and learn morals.
