it is because Joe isn't the president. If he is caught in the WH after dark. That the real President can walk in and said "who's this sleeping in my bed" and then have him arrested . Joe can only come over to visit during the day and pretend he is the president. But when visiting hours are over. He have to leave. And Pres. Trump is waiting for Joe to 0ver step his boundaries so that he can make an arrest.
