I had difficulty understanding his reference to "Jim Eagle" when he said it, but upon contemplation, it appears that he was trying to describe the Republican's ambition to secure voting laws as being more racially biased than Jim Crow laws, in the metaphor that an eagle is more strategic than a crow, or something along that.
