How the hell could you position somebody inside fed-ex or UPS to be able to intercept a specific package & walk out with the contents of it?

The whole point of package tracking is to make that sort of information trivial.
It is easy to tell exactly where a package is at any given time.

And no one walked off with the package, as that would indicate who was at fault.
Instead the package was just emptied a some point, and continued on its way.
So we don't know when it happened.

The documents were obviously copies. Tucker's staff sent the package delivery company some photos of some of the documents so the individuals assigned to track the contents knew what to look for. But certainly seems like a Deep State operation, or a TDS victim who recognized the sending address.
