Who made the decision to bomb Syria without Congressional consent?

Syria did for being terrorists

That is not true.
Syria is not attacking anyone, and the US illegally invaded Syria's sovereignty.
And we can't claim that we are just attacking ISIS that hides in Syria, because ISIS came from Iraq, because we illegally invaded and eliminated the jobs the Sunni Iraqi used to have.
(In fact, I think we secretly armed the Sunni who formed ISIS as well.)
And clearly we are attacking Assad's forces, who never attacked anyone but forces like ISIS.
So in reality, we are illegally defending ISIS by attacking Assad's forces.

Trump pulled us out of the way of a civil conflict and a possible war between Turkey and the Kurds...the military industrial complex raised hell and some generals refused to pull back....some even lied to Trump that the troops were all out but they were not....Trump wants us out of these civil wars and Obama wanted to stick it to Trump via Joe Biden....
That is what is going on...and the further down the road we go it will be more apparent that Joe is not in charge...Obama is....

Congressional consent??..ever hear of the War Powers Resolution passed in Sept of 2001. Congress gave G.W the power to 'go after Saddam' for 9/11. Voters wanted retribution for 9/11 so stood by and let congress pass some bad legislation. This War Powers Resolution was one, the other was the Patriot Act. The War Powers Resolution pretty much gives POTUS the authority to by pass congress when it comes to initiating military operations against other countries.

The War Powers Act is only for defense from immediate threats before congress has the opportunity to act, and is not for unilateral projections of force as a political strategy.
The War Powers Act requires constant monthly approval by congress.
The constitution does not allow congress to pass any laws that would authorize any aggressive military action.
If congress were to pass such a bill, it would be criminal.
The constitution prohibits it.

This is just a normal day in the Middle East.......and something we need to stay out of. Both sides in an Islamic War are guilty of war crimes. We shouldn't take sides. That is why we were attacked on 911.
