To me it seems so odd that what the article calls "gender neutral" isn't actually neutral at all. King Louis is decked out as a GIRL as is FDR. The hair, the dresses, the footwear--nothing "neutral" about it. It's a friggin disguise.

You could be right, but my logic says that is not the case. Royalty announces gender at birth so it is no secret, although the cut-throat competition of the day was definitely real. Nobody still knows about the two royal boys Richard confined to the Tower of London. They just suddenly went missing. However the case of FDR, or even Teddy for that matter, is not likened to royalty. It was simply a custom of the day for those who could afford it but mostly only among the wealthy, I believe. Nobody else could afford to pamper kids that long. They had chores by 5 or 6.
