Yes, but what was he going to do if they refused to leave? He already knew the authorities were not going to help him, so what was his plan, move in with them? He can't just shoot them, and if he held them at gunpoint, what then? If police came, he would be the one who got arrested.
It worked out for him, but really only because the squatters went along with his demands.

He had up to date, authentic paperwork.
He knew they didn't.

He already knew the authorities were not going to help him

He never got them involved in the first place.
He knew if he brought them into it, then he'd have to go through the courts.

Once he showed he was the real tenant, the authorities would have helped him.
