In 2013, it was a 5-4 decision with 5 conservatives who voted to gut provisions of the voting rights act that has enabled modern voter suppression courts have found to be blatantly racist.

This bill was crafted to undue the damage caused by Chief Just Roberts who decided racism had ended with the decision in Shelby County v. Holder.
