Israel has always held off from applying Israeli sovereignty over territory (while never renouncing her claim to territory). That restraint was a gesture of peace. Even after the First and Second Intifadas, Israel used a defensive strategy of building walls and security barriers. The placement of Jewish towns and cities in Area C was also defensive and strategic, building on land which could easily be swapped in the event of a peace treaty.

October 7 changed that. Israel now realizes she is, and always has been, at war and that the war isn't going to go away. Israel is going to start consolidating those pieces of territory that she needs to hold under conditions of war: all of Jerusalem and the surrounding land; contiguity with the largest Israeli towns; the Jordan Valley; a Gaza buffer zone; a Lebanon buffer zone.
