BLUF: I apologize. I was trying to think based on what little I know.

The OP specified the rotation be reversed, not flipping the Earth ... as such the magnetic field wouldn't reverse ... the "north" on our magnets would still align with the Arctic Pole ... except this would become the South Pole now ... thus current compasses would point to the south magnetic pole, even though this is still located in the Arctic region ...

The Earth's rotational speed is about ≈ 1700km/h. To stop the rotation, you have to decelerate by that amount. To re-establish the rotation you have to accelerate by that amount.
The Earth's Mass is ≈ 5.972 × 10^24 kg

I'm not sure how fast you expect to decelerate the current rotation and accelerate in the opposite rotation. But you are talking about a huge amount of energy here in this question.

I am really interested in understanding your answer.

I also wonder how long it will take (at what amount of energy) for the Earth's Iron core will take to stop in one direction (collapsing the magnetic field) and what it would take to induce a new spin in the opposite direction (if it can be started at all). I remember something to the effect that:

I can, think of a pair-instability supernova ... energy isn't the issue, it's power ... as time approaches 0, power approaches infinity ... the OP implies non-natural forces and over the internet we can get by with that ...
