Lotta wags seem to forget, it's only March, Nobody anywhere has been nominated yet. What happens is they have a convention, during which they pick a candidate, that candidate presumably accepts, and then it starts.

That candidate is not Biden yet (or Rump). There are no candidates until the convention nominates them.

PEOPLE BASICALLY would be voting for his VP, because there is no way he intends to handle 4 years of the Political circus. Well, this is a trick, multi-faceted question Mike.

1. Joe's mental failure has already happened. Where are the hundreds of psychology experts now warning of this guy's Alzheimer's and incompetency?
2. Yes, the Democrats CAN and will deny his deterioration. Joe is all they got. What is the alternative, Bernie Sanders? These are the same people who denied Hillary's incompetency even as she tripped, coughed and fell down her way through a campaign where she couldn't even face the press months on end while needing to cheat on debate questions and have the FBI cover for her crimes.
3. What difference does it make to a party their candidate can't talk straight for 20 seconds when they themselves have been bending facts for years?
4. Joe won't drop out. They have him under cover of the corona virus now. They will ride this into November to hide his faltering mentality, use it to explain his faultering mentality, to avoid Trump, and to blame Trump with impunity because everyone has 20/20 hindsight on how they could have done a much better job on something they never had to actually deal with.

To answer the question,

if a candidate drops out, it depends on when the retirement from the election takes place. If the Democratic Party registers his name for President in Georgia for example, he will be on the ballot in Georgia. If it were to happen during the registration process and Georgia has his name but Iowa does not, the DNC could put anyone it wishes on the ballot.

The question, I know, is meant to be absurd and the OP is, of course, a moron. But the Democrats should probably look at getting some younger standard bearers into national prominence at some point.
