What did our founders really mean when they said “general welfare”?

Good one! I almost went cross-eyed trying to read it.
 
To promote the general welfare is a goal rather than a defined function and by itself anything in the Preamble is not lawful in that no law is based on it. IOW, the general welfare clause is not a basis for any policy or program that the Congress may legislate or the Executive may dictate. The US Constitution is a federal document that spells out what the gov't can do, and if it ain't in there then the federal gov't is not supposed to do it. Amendment 10 of the Bill of Rights says that whatever isn't defined as a function of the federal gov't falls to the state to handle.
 
The creep in interpretation of this clause has jumped the shark a while ago. Not sure what the remedy is.

"General welfare" is in contrast to "individual welfare". Promoting the "General welfare" means policies that help the whole union- not things that only help particular segments or individuals.
Not all people are affected the same in any legislation
