Actually this doesn't work either unless the bill address use of testosterone in females identifying as males, in sports this would also disenfranchise girls/women.

But the point of this law is good, in that those with an advantage of long time testosterone exposure, should not be allowed to compete against those without this advantage.

What % of the population has this syndrome?
Whe does this matter? 0.3, 5 or 15% what this changes? The question is about fairness and equall opportunities. Because of biological specifications, men have advantage over women in the vast majority of sport competitions. And because of that, men and women should be separated in sport competitions based on biological sex.
