Should congress pass legislation that makes defacing, vandalizing or removal of National Monuments a Hate Crime?

Not sure when we started expanding on the definition of a hate crimes to include anything bad that happens to a POC (so it can be blamed on a white person), but I personally think it's quite stupid.

Crime is crime. It's against the law, and wrong..no matter the motive. More often than not a person's reason for doing the crime is irrelevant to the punishment they will and should receive.

Hate crime is also another one of those things that is rarely applied in regards to POC crime against whites, which last I checked is much higher than in reverse.
