Paying Russia to haul our astronauts to and fro is more economical than fielding our own program.
Whether this is the best idea—putting all of our eggs into the ISS basket is questionable but since that is the only destination and we have MOUs and private industry to put us into LEO, it was a good idea by NASA for transit to the ISS. Only morons think going it alone is a good idea when the costs are so high.
