If I'm reading the story correctly, they are 'laying off' higher management and hiring low to middle management? Seems the well run companies know how to tighten the belt?

So they're cutting 700 to 800 jobs out of about 30,000 employees (~2.5%) and they'll be adding thousands of jobs at Wal-Mart and Sam's Club stores this year. Congress just gave themselves a pay raise. Interesting stuff.
