I was wondering why they had pens in the first place. I guess the article cleared that up.

You'd think voters would be able to follow simple directions, especially when it comes to something like voting. I guess not.

LOL People don't follow directions well at all. But in this situation, it sounds like they should have invested in improving the sensitivity of their scanners, instead of paying people to darken their choices ... if the video shows a bunch of workers doing it, that's an equipment's problem.
