IN the US, you are INNOCENT until PROVING GUILTY and in order to be arrested the cops and the prosecutor have to have a REASONABLE EXPECTATION of guilt before arresting. In this case no reasonable expectation of guilt was there at any moment.
Well they had a dead body and a big dent in his car. That would constitute reasonable doubt. They would need to hang on to him while they made enquiries, took statements and so on.

What on earth would they say to the Coroner at the inquest.

"Well the guy stabbed his ex wife to death and it looked like maybe he was run over by another guy. We didnt question him and he has since disappeared. "

he was able to answer their questions and was released. Its likely the Queen will give him a medal of some sort. Human life has a value, even scummy violent criminals and you cannot kill people without there being an investigation.

You are arguing about procedures. It is basically pointless. It seems that in Britain killing someone in a car accident is a reasonable expectation of guilt to make an arrest.
