The PKK are Kurds who have fought the Turks for generations to regain territory they lost. This may not seem like much, but appears to be a big step in perhaps gaining the sovereignty of the Kurds.

"On 25th April, PKK announced that it would be withdrawing all its forces within Turkey to Northern Iraq.[174]

"According to government[175] and to The Kurds[176] and to the most of the press,[177] this move marks the end of 30 year old conflict. Second phase which includes constitutional and legal changes towards the recognition of human rights of the Kurds starts simultaneously with withdrawal."

The third phase might involve the creation of a Free Kurdistan state carved from Iraq and Iran and Turkey...and Syria.

PKK's leader was captured 14 years ago.
His prison was built on an island (Imrali) in the Sea of Marmara.
He has a cell measuring 12 square-meter.

He's now 64 years old.
In 2013 (his 13th year of imprisonment) he was given a LCD-TV.
RIGHTS - TV delivered to imprisoned PKK leader

Now there's talk of him receiving a PC and female accompany on the island.

He had enough time with himself to think about his situation, now he wants to make himself usefull for better living conditions.
The government has him in their pockets and the government is now playing this card.
If everything else fails that card was played and has no use anymore, therefore he would be hanged, because hanging him will add votes to the government.

Do you think it's likely Turkey would sponsor a "Free" Kurdistan in exchange for membership in the EU?

No, Turkey would never allow such a thing, they are too selfish for that.
