It's no secret that the Plumb Island "animal disease center" off Long Island NY was a bio-weapon American research center at one time centered around developing (God help us) biologic weapons. The island is still off limits but at one time it was a joke and a security nightmare. The conspiracy is that Plumb island developed a tic born virus intended for the Russians. The prevailing winds would have put the virus right in Ct where Lymes disease got it's name in Old Lyme Ct.
