I can't speak to what has happened to Hong Kong Police over the last 20 years. But, in 2001 and the years preceding, Hong Kong had one of the best trained, least corrupt, police departments in Asia.

Since the handover in 1997, Beijing has been steadily putting in their own people and their own methodologies. I doubt if any of the pre-handover police are still around.
