Trump could have declassified the documents but to do so there is a detail procedure the president must follow. That begins with an executive order or other specified documentation notifying the ISSO of the change in classification. The ISSO will see that the classification is changed on all copies of the document. There has to be an offical record of the change of classification.Does not matter now. Really. Any authority could have reclassified them..and Trump would be out...there is no lifetime power.
