U.S. to list China among worst human trafficking offenders: sources

WASHINGTON (Reuters) - The United States plans to place China on its global list of worst offenders in human trafficking and forced labor, said a congressional source and a person familiar with the matter, a step that could aggravate tensions with Beijing that have eased under President Donald Trump.

The reprimand of China, Washington’s main rival in the Asia-Pacific region, would come despite Trump’s budding relationship with Chinese counterpart Xi Jinping and the U.S. president’s efforts to coax Beijing into helping to rein in North Korea’s nuclear and missile programs.

Secretary of State Rex Tillerson has decided to drop China to “Tier 3,” the lowest grade, putting it alongside Iran, North Korea and Syria among others, said the sources, who have knowledge of the internal deliberations and spoke on condition of anonymity.

The rating is expected to be announced on Tuesday in an annual report published by the State Department’s Office to Monitor and Combat Trafficking in Persons. A State Department official declined to comment on the report's contents and said the department "does not discuss details of internal deliberations."

Tier 3 rating can trigger sanctions limiting access to U.S. and international aid, but U.S. presidents frequently waive such action.

While it was unclear what led Tillerson to downgrade China, last year’s report criticized the communist government for not doing enough to curb “state-sponsored forced labor” and concluded it did not meet “minimum standards” for fighting trafficking – though it still said Beijing was making significant efforts.

The Trump administration has also grown concerned about conditions in China for North Korean labor crews that are contracted through Pyongyang and provide hard currency for the North Korean leadership, which is squeezed for cash by international sanctions, said the congressional source....

If true, it is to be respected. Many men and women have risked their lives, many lost them, many more lost their freedom because they wanted simple individual liberty and democracy for them and their nation. I know the feeling from what I have experienced in Canada, I can relate and I tell you when the security apparatus impedes in your life, it is terror by the state.

You can be sure Reagan would have taken this step and would not sugar coat what these communsits sob's are doing. It's funny how the media talks about NATO, and the fake Paris Accord and how the U.S is "abandoning their allies", meanwhile, not one peep about Japan being abandoned with China expanding. Not one concern about the Pacific allies like Singapore who are facing this giant sleeping tiger.

It bothers me and I hope this administration is outspoken about their abuses. In Canada we are talking about a free trade agreement iwth these communist, serial human right abusers! I mean, just wow.

The EU, Kuwait, Mongolia and Poland have been using NK workers who live on the premises and are constantly guarded by NK supervisors who watch their every move. In Kuwait they are worked from 6:00 a.m. to 8:00 p.m. at night and the greatest part of their pay is sent back to the NK Regime. They are also forced to pay the guards bribe money so that they are not reported back to the NK Regime and sent home. They are forbidden from speaking with other workers and refuse to talk when questioned about how they are treated. They are not treated as the other employees and there are investigations underway about the poor treatment of the NK workers. There are also reports that the EU and UN have delayed taking any action as these reported began to surface some years ago and still nothing has been done.

When you purchase anything made of cashmere with label Made in Mongolia it is likely the garment was made by a NK worker.

You do realize that you have chosen to live in a country that is currently Tier 3- among the worst offenders in human trafficking.

Matter of fact, that is the reason why many foreigners chose to live in Thailand.
