“It will give millions of families resigned to financial ruin a chance to rebuild,” Obama said at a event announcing the effort. “By bringing down the foreclosure rate, it will help shore up housing prices for everyone.”

Six years later, Obama is preparing to leave office, and the Home Affordable Modification Program, or HAMP, accepted its final applications Friday having helped a fraction of the homeowners government officials initially expected. About 1.6 million borrowers have seen their mortgage payments lowered through the program so far, but about a third of those people eventually fell behind on their payments again.

“The president set out an ambitious goal that wasn’t met,” said Kevin Stein, deputy director of the California Reinvestment Coalition, a housing advocacy group. “It was definitely a step forward and step in the right direction, but ... a lot of people ended up falling through the cracks.”


HAMP is one of the last remnants of the $700-billion taxpayer bailout effort, known as the Troubled Asset Relief Program, or TARP, put in place during the financial crisis. About $28 billion of that money was carved out to help distressed homeowners by paying banks to lower their interest rates and monthly payments.

It was launched in the midst of one of the deepest housing crises in U.S. history. Millions of people had taken out subprime loans that they could no longer afford, sending foreclosure rates to record levels.

The Obama administration set out to save more homeowners from foreclosure, but the effort has been bedeviled by complaints that banks repeatedly lost homeowners’ paperwork or incorrectly told them they didn’t qualify for help. The Treasury Department didn’t act quickly enough to force banks to abide by the rules of the program, housing advocates have said. Nearly 70% of the homeowners who applied for the program were rejected, according to government data.


A 2014 government report examined the record of four large mortgage servicers and found that black and Latino borrowers were denied entry into the program at a “significantly higher” rate. “Borrowers in substantially minority areas had at least 3% higher denial rates than their comparison populations of borrowers in nonsubstantially minority areas,” according to the Government Accountability Office. “Statistical differences in outcomes among population groups might suggest potential fair lending concerns that merit further examination.”

We get no response from our older conservative friends who still haven’t woken up this year to be reminded that Medicare will have a 9% cut in many services in the up coming year which comes out to trillions cut in the years to come. This is all so we can have 11 of the the worlds 20 aircraft carriers.

The place to challenge law isn't on the street in an aggressive confrontation with police. The proper place to challenge law is in court.
A bit of preparation, knowledge of one's rights, a visible recorder (audio and/or video) as well as a hidden recorder goes a long way towards being prepared for having to deal with them in court, if one lives long enough to get there.

I am not anti-cop by any stretch of the imagination but I am avidly anti-asshole, irrespective of their profession. When it comes to asshole cops, yeah, that's always a problem for me.

The ACLU has an app you can download on your phone that you can use to record police encounters that transmits the video footage to their secured servers so that even if the cops take your phone over your objection, deletes the footage that you recorded, then you'll still have a copy as well as proof that they destroyed incriminating evidence.

They're not entitled to anything other than common courtesy and compliance with their lawfully issued commands.

I would submit that they're not entitled to anything but the compliance.

Not police personally, but the societal rules which we all have a hand in creating and that police are charged with enforcing.

Police (most police that is, I can't possibly speak for the other millions or so) aren't concerned with your courtesy or your respect. They only seek your compliance with their lawful directions.

The place to challenge law isn't on the street in an aggressive confrontation with police. The proper place to challenge law is in court.
A bit of preparation, knowledge of one's rights, a visible recorder (audio and/or video) as well as a hidden recorder goes a long way towards being prepared for having to deal with them in court, if one lives long enough to get there.

I am not anti-cop by any stretch of the imagination but I am avidly anti-asshole, irrespective of their profession. When it comes to asshole cops, yeah, that's always a problem for me.

The ACLU has an app you can download on your phone that you can use to record police encounters that transmits the video footage to their secured servers so that even if the cops take your phone over your objection, deletes the footage that you recorded, then you'll still have a copy as well as proof that they destroyed incriminating evidence.

The problem with that approach, many people, most in fact, aren't very knowledgeable about the law. They are apt to believe anything they've seen on a cop show.

That can result in a violent resist.

The police know but they choose to violate rights then shoot when the person resists being violated. So maybe police start acting within the framework of the law.
When are the bad guy's going to start acting within the framework of the law ??? The answer is they won't. So they force the cop's outside of the framework of the law all the time if possible, just like wiggling a worm for a fish until it finally strikes.

Well what a dumb ace fish/cop the criminal/bad fisherman thinks when it bites right ?? Then the bad fisherman/criminal hopes to reel it in and cut's it's head off.

Fighting fire with fire can get ugly, but the game itself is a tough one that's changing all the time. Cop's are having to adapt all the time, and the general public hasn't a clue.

If a person cannot carry out their duties in a professional manner and WITHOUT violating our laws, then they are not fit to be police officers. You cannot excuse their behavior by saying that the behavior of the criminals they're charged with dealing with CAUSES them to have to fight fire with fire. This is what they signed up for. If they're too squeamish and scary to get physical with people who are drunk & disorderly, dealing with mental issues or are just outright violent without unlawfully shooting them, they have no business working in law enforcement.

What don’t you understand? Blacks come in contact with cops more than whites, actions have consequences. I see many violations through the day, driving, noise, visual, and I don’t see it in white community.
Then you're not paying attention. I used to work for a police department in Florida in a predominantly white community. Almost all of the people in the mugshot books and who were arrested and were suspects in crimes their detective was investigating were all white.

Whatyou don’t get is, police are legally entitled to be wrong if they have reasonable suspicion of a criminal act that turns out not to be a crime later
That definitely needs to be corrected, especially when their erroneous assumptions causes harm to someone up to and including the loss of their life ("I thought he had a gun in his hand" - no, it was a wallet)
