If you want a permanent solution is to execute them and the humane option if you need one is to take away their id and remove them as a citizen and put them on a plane somewhere else.
Shame we don't have a country somewhere in Africa that would take the dregs of society and put them to work in mines or something somewhere. Can give criminals like that a choice either get put to death, or go to Africa and work in their mine.
