The U.S. Constitution requires that a census of the entire population, citizens and noncitizens alike, be made every ten years (Article I, Section 2, Clause 3). The Fourteenth Amendment to the Constitution directs that the census will be used to determine the number of members of the U.S. House of Representatives from each state.

Why, yes I do: It's called the Plain Meaning of the Constitution. The term "persons" was used to determine Congressional representation because there were no "citizens" at the time of its writing. Temporary residents such as foreign diplomats and their children were specifically excluded. 3/5 of slaves were specifically included. The 14th Amendment then used the same term for the purpose of eliminating that 3/5 provision.
