Unless he was already transitioning (on hormones, living as a woman, etc.) when he commited the crime he's in for, opting for it once incarcerated is pretty obviously a scam to get into the women's section. If he was mid-transition, then sure they should do it. If long-term sentenced inmates would have other expensive medical procedures performed, this one's no different.
