Ever since 9/11 - those in the know have been begging to have airliners to be equipped with shields that deflect attacks from heat-seeking missles.

Would cost about 1 milion per airliner.

Small price.

One successfull attack would bring the air travel system to a standstill - and cause another Great Depression.

Why has this not been done?

You apparently have little knowledge of such systems. They are not only not cheap but they require far more than simply putting them on an airliner and forgetting about them. They are extremely explosive, very dangerous and very easy to set off. They also require more than simply triggering to actually be affective. How many commercial airline pilots could perform evasive maneuvers? How many commercial airplanes could handle it?

Yeah an IR flare dispenser is not only too much to put on a commercial plane you cant expect the pilot to push a button.
