Does Biden still remember he served as vice president of the United States for eight years, and as a senator for 36 years prior to that?

This is a local issue. Not really even a state issue. Police forces are unique to each individual municipality.
Perhaps some federal hiring standards could be implemented? But at the end of the day this boils down to the local leadership.

Then why is this happening over and over and over in police forces from one side of the country to the other? If it was a local issue, it wouldn't be happening all over the country. Black people shot after having a breakdown on the highway. Black children playing cops and robbers, gunned down in parks. Black home owners shot when reporting a prowler. Black joggers shot in the road. Black men being choked to death for illegally selling cigarettes. A black man shot in his own home because a cop went to the wrong apartment. A black man shot in his own back yard while talking on his cell phone. Police thought the shiny thing in his hand was a gun. A black woman shot in her bed at home on a no knock warrant which was for a man already in police custody. An unarmed black man in a traffic stop chased down and shot in the back by a cop. All caught on video.

This is just in the past five years. Eric Garner died 5 years ago this week, saying with his dying breathe "I can't breathe". When Colin Kapernick protested by taking a knee, that was the wrong way to protest. Every attempt by black people, like Black Lives Matter, has been met with a racist, backlash which painted the protestors as cop killers. Why are the right wingers who are shooting up churches and synagogues "mentally ill", but when a black objects to being killed, he's a thug, and told this wouldn't be happening if the guy had just not objected to being racially profiled, stopped for no reason, and beat up at the whim of the arresting officers.

Mr. Floyd was clearly in distress when police handcuffed him and removed him from his vehicle. He could barely stand. He was compliant. His movements were disjointed and shambling. He should not have been handcuffed in the first place. He should have been treated like a human being in distress, but he was abused from his first moments of contact with police. And now he's dead - for no reason other than the police could beat up a black guy and no one could stop them.
It only happens in cities controlled by Democrats

There are no big cities controlled by Republicans. I was in Baltimore in the 1970's. It was a hellhole then. We drove for blocks and blocks of the concrete without a tree or a blade of grass in sight. Dirty, crowded. Terrible poverty. That's not politcal povery - that's systemic. That being allowed to happen, and it is a waste of American lives.

The parallels of life in South Africa, after Apartheid, and life in America after segregation, should not go unnoticed.
San Diego, Jacksonville, Fort Worth, OK City, Tulsa, Miami, Virginia Beach, Arlington..... to name a few cities run by a Republican mayor.

Ahhhh...but you are assuming that a man can't change his views and philosophy to rise up to the moment at hand. Biden is the opposite of Trump in almost every way imaginable. He freely admits when he makes mistakes (and yes, he makes a lot of gaffes), he IS willing to change his stance to promote greater justice and equality, principles that this fine nation were founded on.
I agree that Biden is the opposite of Trump. Trump is physically and mentally sound, knows how the economy and diplomatic relationships work, is not corrupt, and is not in politics to get rich. The Donald has accomplished 110x in 3 years what Biden has done in over 50 years.
