Most people are released on an OR, they're those who have a job, no criminal record and the crime is either a misdemeanor or a nom violent wobbler.

If the crime is a serious felony, normally a violent crime or someone with a substantial record, they will likely be held in custody, or released with a high bail. The defense lawyer will usually ask for a quick pretrial hearing wherein the court decides the evidence in the complaint is sufficient to move to a trial; the finding is not a decision as to guilt or innocence of the Defendant, it's finding solely decides that S/He be held to answer to the Information.

But the man in the video, Jean Lugo-Romero, was arrested about a week later and faces 15 charges, including "grand theft, second-degree burglary and shoplifting." He was recently transferred to county jail where he is being held without bond.

I've called to recall the elected district attorney in San Francisco months ago on this message board among others, along with a letter to the Chronicle to the editor.

The fact is there is a petition to recall him, had you not been the ignorant asshole you are.
 

We are the Committee Supporting the Recall of District Attorney Chesa Boudin, an effort which began in earnest January, 2021. It has accomplished several things:
