The article is dated June 25, 2019. Zero Tolerance started in May of 2018. This article says that Trump spent half a billion dollars in just 1 years of his program, compared to the previous child detention program which started under Obama, ran between 2015 and 2018 - a four year period cost a little over $1 billion - that averages out to a little over $250 million per year. Half of what Obama spent.

Obama was only President for two of those years, so basically Trump spent the same amount of money locking up the children more than 100,000 children over a 2 year period, as Trump spent locking up and separating families, and losing track of the children, in one year.

Not to mention the children were better cared for under Obama. Trump killed 7 kids while processing fewer than 40,000 children, while none of the more than 120,000 children processed under the Obama Administration died in custody.
