Nothing new here. I have thought he often picked people at odds with whatever their department was supposed to do, just to piss people off. Read a post a few minutes ago that attempted to make the case that projecting asshole governance to piss people is high strategy of his. Maybe. Or maybe he just doesn't give a rats butt, and thinks it's cute. Lord knows he doesn't exactly lead the charge on protection of environmental issues. Fish and wildlife will outlive him as most of us will.

Not Even Native To Those "Protected Waters" (Irrigation Ditches)
Farmer's Livelihoods And Production
Have Been Snuffed Out Over A Bait Fish

Apparently These Fish Are Prolific In Other Waters
Large delta smelt population found south of Delta
