The flu comparison is relevant because it shows you cannot control the actions of people. We have flu shots every season. How many Americans actually get one? Do you get one every year?

The difference between Covid and the flu is we have remedies for the flu, but we have none for Covid as of yet. But Obama or Trump cannot make a policy or law that everybody must get a flu shot.
