you forgot to distinguish the two branches of Liberalism that are at odds with each other politically to this day

* Classic Liberalism from Locke emphasizes the stance of Conservatives
who believe in limited govt, that the people should invoke the freedom and liberty directly as given by God or Nature,
and the Constitutional laws are to check and LIMIT the encroachment or abuse of govt to take those freedoms
away and put them in the hands of a dictatorial govt

* Radical Liberalism from Rousseau did not trust people but put trust in govt to establish
and impose/enforce the "will of the people on everyone" to make sure people did not abuse freedoms.

So this is where today's Liberals keep going through govt to try to establish rights that way,
while today's Conservatives argue that rights and freedoms exist naturally
and it is the role of the govt to defend those, not to impose on them by top down authority.
