Depends on how you define 'effective health care system'. Most of Europe sucks at health care because it is done with government funding and the gov keeps them on a short leash.
Here, our government is loosening controls and expanding channels of innovation, getting the government out of the way so the private market might innovate solutions.

When a government run program has a shortage of resources, their first instinct is to ration and do triage.

When a business finds a shortage, they try to fill it to make a profit.

In the case of this Chicom Plague, I think that will be a key difference in the amount/rate of deaths/million.
