If we Republicans were in charge of "Comprehensive Immigration Reform," there would be rational parameters.

(1) NO ONE who came here illegally or illegally overstayed a visa would EVER become a voting citizen. "We" would create a new type of "green card," symbolizing permanent residence, but no citizenship. Indeed, one of the prerequisites for getting a new green card would be an unconditional waiver of ever obtaining citizenship.

(2) NO ONE who is a ward of the state or a felon will be granted permanent residency, much less citizenship.

(3) There would be qualifications for a new green card. Work, taxes, responsible behavior would be required. Not everyone will qualify and those who do not will be required to GTFO(!).

(4) Those who obtain the new green card would be on probation for a period of a few years. Any felonies or applications for welfare would cause the card to be revoked.

(5) Clearly, our "guest worker" rules would have to be reviewed, so that our needs can be met. Guest workers would be UNACCOMPANIED, would pay a tax similar to SS, which money would be refunded to them when they go back to their home country.

We don't need 'population replacement', we need to reduce our population to around 180 million to 200 million range and keep it there. It's a nice sustainable number for a large middle class without seriously straining our infrastructure and needs.
